Restoring Trust in Healthcare.gov

Launched in 2013, HealthCare.gov is designed to help uninsured Americans find affordable health insurance via an online marketplace.

Project Overview

When HealthCare.gov was launched, it experienced an overwhelming response, with more than 250,000 visitors attempting to access the platform—five times the anticipated number. This surge led to a complete system crash, and only six users were able to successfully enroll on the first day of open enrollment. Key user journeys, such as account creation, application submissions, and plan selection, were disrupted. As a result, many Americans faced challenges in finding a straightforward path to health coverage, which undermined public confidence in the system.

Redesigning Healthcare.gov

As a UX and UI Designer on a fast-moving, collaborative product team, I redesigned core enrollment flows, restructured the site’s navigation, and introduced reusable, responsive components to improve usability and speed up development. I ensured design consistency through a unified pattern library, while also embedding accessibility best practices into every aspect of the design.

Research & Discovery

Before redesigning, we needed to understand what was broken and why. I collaborated with users, stakeholders, and developers to uncover root issues across the enrollment experience and technical limitations of the platform.

  • Conducted heuristic evaluations and usability audits to identify major friction points
  • Interviewed users and reviewed analytics to understand behavior and drop-off patterns
  • Aligned findings with technical and policy constraints in partnership with developers and federal teams

IA & Content Strategy

Once key pain points were identified, I led the effort to reimagine the site’s structure—making it easier for users to find information, complete tasks, and move confidently through the enrollment process.

  • Reorganized IA to simplify user journey
  • Created updated sitemaps and users flows
  • Defined step process to guide users through eligibility, application, and plan selection

UX & UI Design

Before redesigning, we needed to understand what was broken and why. I collaborated with users, stakeholders, and developers to uncover root issues across the enrollment experience and technical limitations of the platform.

  • Developed wireframes and high-fidelity mockups for core workflows across the platform
  • Applied WCAG 2.0 AA guidelines to all designs, including color contrast, keyboard navigation, and screen reader compatibility
  • Delivered documentation and specs to support handoff and reduce development time

I translated designs into interactive prototypes and conducted iterative testing with real users—capturing direct feedback that shaped final layouts, content hierarchy, and component behavior.

  • Conducted over 30 usability testing sessions
  • Captured qualitative insights to refine layout, interaction patterns, and visual hierarchy
